Multiplexing downloads & updates

Can someone explain to me why updaters -- ones that don't require rebooting the machine into a safe state, like the OS X one occasionally does -- do not multiplex downloading with installing updates? As in, why can you not be installing update N while updates N+i, i=1...k are downloading. The answer is not dependencies, so what is it?
